MASTER DEVELOPMENT

FAYETTEVILLE, NC MASTER DEVELOPMENT

1st & Main is a development partner and owner in the $115M Hay Street Master Development currently being built in downtown Fayetteville, NC. 1st & Main began working with the City of Fayetteville in 2015 with the purpose of maximizing the private development potential of a 10 acre site in downtown. The team realized they needed to attract an anchor amenity to this site in order to support the absorption and market premiums desired. 

During this time, the City was considering building a new baseball stadium on a site disconnected from downtown. This site was challenging and did not leverage any private development potential due to its location. Realizing the potential of shifting the location of this stadium to their site, our team master planned the downtown site integrating the stadium and pitched it to City Council in June 2016. Within three weeks, City Council elected to proceed with the stadium in the new location. Known today as the Hay Street Master Development, the project connects the stadium with the vibrancy of downtown, existing parking, corporate presence, and provides significant opportunities for surrounding private development. 

The Hay Street Master Development is a mixed-use development representing over $75M of private development surrounding the $40M City-financed minor league baseball stadium and public plaza in downtown Fayetteville, NC. The Houston Astros Class A Advanced team will begin playing in the new stadium beginning in April 2019. 


The planned private development includes:

  • Redevlopement of the historic Prince Charles into 60 apartments above retail (delivered 2019)
  • Purchase of the 45,000 SF Festival Park Plaza office building to the north of the stadium (April 2018)
  • $17M parking garage (delivered 2020)
  • 212-unit Stadium View Office Residential Tower above the parking garage (estimated Q3 2023 delivery)

 

 

ADAPTIVE REUSE

FAIRFIELD COUNTY, SC COUNTY COMPLEX

1st & Main is working with Fairfield County, SC to transform the historic Mt. Zion Institute School in downtown Winnsboro, SC into a County Complex. The site, with buildings dating back to the 1880s, includes the main classroom structure, auditorium, gymnasium, cafeteria, and teacherage. The buildings were slated for demolition in 2017 by the Town due to neighboring resident pressure and previous failed attempts at redevelopment.

Rory, with close family ties to the Town and buildings (many in his family attended Mt Zion and his grandmother still lives in Winnsboro), was determined to save the beautiful structures and saw an opportunity for a catalyst project in downtown. Working with Fairfield County, 1st & Main convinced the Town to forgo demolition and adaptively reuse the site as a County Complex. The current County facilities are decentralized, structurally unsound, and generally not suitable to meet the needs of the County. The new complex at Mt Zion will allow the County to locate Administrative Services, Sherriff’s Department, 911 Call Center, and Parks & Recreation in a central location. The redeveloped Gymnasium will provide increased recreational offerings for the County’s residents and allow the County’s daycare services to expand. In addition, the restored theatre will provide needed production space for the local Players group, Rotary Club, Chamber of Commerce, etc. when it’s not being used for Council Chambers. And the historic teacherage building (c. 1880) will be renovated into the Fairfield County Heritage Museum.

The feasibility of this project depends on keeping the lease rate for the County to a minimum. 1st & Main is utilizing state and federal historic tax credits, New Market Tax Credits, and SC's abandoned building tax credit to rehab the structures, working closely with the County on their spatial needs. The complex will re-occupy downtown Winnsboro's largest building and bring a flurry of daily activity to the central business district. The project was delivered December 2021.
